Between those I'd say Spain. The origin isn't set in Stone but Spain claims it to be its tradition since the XIX century. It is said the Portuguese introduced it to Europe from orient.
They are quite popular in Latin American, including mexico. I really like filled with caramel or chocolate. Apple sauce sounds pretty good choice for a filling.
